Lahore Development Authority (LDA) has shortlisted three consortiums for the preparation of the Lahore Division Master Plan 2050.

The authority had invited technical and financial proposals to provide the consulting services for the preparation of the new master plan of the Lahore division. After completion of the shortlisting process, the city developer has issued a request for proposal (RFP) to shortlisted consortiums, including Dar Al-Handasah Consultants (Shair and Partners) (Lead Member), Asian Consulting Engineering; Meinhardt (Singapore) (Lead Member), Meinhardt Pakistan (Associate), Skidmore, Owing & Merrill (SOM) (Associate) and Nayyar Ali Dada & Associates (Associate); and NESPAK (Lead Consultant), Surbana Jurong Private Limited (Consortium Partner), Engineering General Consultants (Consortium Partner) and MM Pakistan Pvt. Ltd (Consortium Partner).

The authority has scheduled a pre-proposal conference on September 24 in its office. All shortlisted entities have been invited to the meeting. Reportedly, any additional queries related to the RFP would be addressed before September 29. As per terms, technical and financial proposals should be submitted in separate sealed envelopes not later than October 19.

A spokesperson for the LDA highlighted that the consultant will be selected under the quality and cost-based selection method and procedures described in the RFP, in accordance with Punjab Procurement Rules 2014.

Dar Al-Handasah, a Lebanese consortium has qualified after evaluation of the technical proposal submitted by the three companies for the preparation of the new Master Plan 2050 for Lahore.

Lahore Development Authority Director-General Ahmed Aziz Tarar chaired a meeting of the consultant committee in order to finalize who will be selected. A financial bid of Rs 520 million (52 Crore Pakistani Rupees) for the qualifying company was also opened during the meeting.

“The technical proposals of three companies were evaluated before finalizing Lebanese company Dar Al-Handasah to make the master plan 2050 for Lahore,” says the report, “The two other companies in the running were Singapore’s Meinhardt and Pakistan’s Nespak.”

The meeting was attended by LDA Chief Metropolitan Planner Syed Muhammad Nadeem Akhtar Zaidi, Director Metropolitan Planning Faisal Qureshi, Water Specialist Muhammad Riaz, representatives of P&D Department and Finance Department, Chairman City and Regional Planning Department Engineering University Lahore Dr. Shakir, TOR Committee members Engineer Akbar and Kamil.

Representatives of the three consortia Dar Al-Handasah Consultants (Lebanon), Meinhardt (Singapore), and Nespak (Pakistan) also attended the meeting.

DG LDA said that experts and other stakeholders have been consulted for defining the TORs for the new Master Plan and it will determine the future course of development of the provincial metropolis. He added that the preparation of the new Master Plan in a transparent manner was our top priority.

According to the Lahore Development Authority, after evaluating the technical proposals of three qualifying companies for a master plan for Lahore, Dar was chosen against Singapore’s Meinhardt and Pakistan’s Nespak.

The Government of Punjab’s Lahore Development Authority has chosen and commissioned Dar to prepare the 2050 Master Plan for the Lahore Division.


The vibrant and dynamic capital of the Punjab Province, Lahore is Pakistan’s second-largest city and a major growth center experiencing rapid urbanization and social transformation.

The Master Plan 2050 will seek to monitor, manage, and direct these changes sustainably and equitably. Covering an expansive area of 12,777 km2, the Master Plan will guide the development of the Lahore Region, comprising the Lahore, Sheikhupura, Nankana, and Kasur Districts.

Dar will lead the preparation of the Lahore Regional Plan 2050 as well as define Urban Master Plans for 49 urban centers and settlements. Key features will include a regional economic development plan; a regional land-use plan; and strategic short-, medium-, and long-term projects and sectoral plans.

Informed by broader development frameworks such as the United Nations’ Sustainable Development Goals, the plan will include strategies and action plans for economic and infrastructure development, balanced urbanization, water supply, solid waste and wastewater management, and urban and rural transport.

On a regional level, the master plan will also cover the area’s key economic sectors (including but not limited to agriculture, industry, markets, mines and minerals, and tourism) and explore connections to all regional infrastructure (railways, airways, communication infrastructure, solid waste disposal sites, etc.).

Most importantly, the master plan will be sensitive to Lahore’s rich cultural diversity and will provide for social, cultural, and economic connectivity.

The goals and objectives of the plan will include:

Safeguarding and enhancing the environment by restoring ecosystems, protecting biodiversity, developing parks and horticulture, conserving environmental zones, adapting to climate change, etc.


Encouraging sustainability by reducing carbon footprint to zero, boosting recycling to nearly 100%, and ensuring that the extraction of resources does not exceed their rates of renewal and regeneration.


Preserving heritage by protecting the culture of all individual settlements; reviving traditions, festivities, and tourism-support infrastructure; protecting and conserving natural monuments, non-material monuments, and artifacts; and prioritizing folk-centric planning.

Driving the economy by offering improved and reliable transport and communication infrastructure, diversifying the economy, developing an export-based economy, and harnessing local economic development opportunities.

Promoting inclusiveness by ensuring that participatory planning and representative governance guide the master planning process.

Drawing on lessons learned from previous planning experiences, Dar will focus on working with local partners to conduct extensive stakeholder engagement and guarantee effective public participation in the formulation of the Lahore Master Plan. Therefore, within its work on the project, Dar will coordinate and consult with citizens, academics and students, builders, developers, elected representatives, professionals, civil society, and various others to collect and incorporate input.

The master plan will also be disseminated to the public through various channels, including but not limited to open sessions and workshops and electronic, print, and social media. The ultimate goal will be to create a master plan that is implementable, that enjoys wide support and significant buy-in, and that is representative of the hopes and aspirations of the people.

Lahore Master Plan 2050 has taken a step forward, with the appointment of Lebanese consultancy Dar Al-Handasah to help design the infrastructure plan.

Dar Al-Handasah is a global multidisciplinary advisory firm specializing in engineering, architecture, planning, and project management. The firm began as a four-man venture in Beirut in 1956 and has since grown into a global operation with 8,000 professionals spread across nearly 50 offices worldwide.

Having beaten Singapore-based engineering giant Meinhardt and Pakistan-based engineering services firm Nespak, Dar Al-Handasah will now help design Lahore Master Plan 2050 – an infrastructure drive looking to redevelop and revamp Lahore city.



The second-largest city in Pakistan by population: Lahore has struggled with rapid and uncontrolled urbanization in recent years – giving rise to myriad problems such as unplanned building, congestion, encroachment, heavy traffic, pollution, and vast stretches of underdeveloped housing and slums.

Budgeted with $750 million, Lahore Master Plan 2050 is aimed at fixing these issues by developing transport, power supply, road networks, and general infrastructure in the city. Lahore is of key economic importance to Pakistan’s maturing economy, and a modern urban landscape is the need of the hour.

The plan was originally due for completion in 2040, although an extra ten years has been added on by the Lahore Development Authority (LDA). Bids were invited last year, and the city authority closely reviewed the technical proposals of all three shortlisted consultancies.

ISLAMABAD: A multidisciplinary Lebanese consulting company has been picked by development authorities to design a new master plan for Pakistan’s second-largest city of Lahore, local media reported on Tuesday.
Lahore Development Authority Director-General Ahmed Aziz Tarar chaired a meeting of the consultant selection committee on Monday where a financial bid of Rs520 million for the qualifying company was also opened.



“The technical proposals of three companies were evaluated before finalizing Lebanese company Dar Al-Handasah to make the master plan 2050 for Lahore,” Geo News reported. “The two other companies in the running were Singapore’s Mine Heart and Pakistan’s Nespak.”

Tarar told the media that several experts and stakeholders had been consulted to define the terms of reference for the new master plan which would determine the future development of the provincial metropolis. He said transparency would be a top priority in selecting a company and designing the plan.
